To be fair, it’s weird as hell that there are a bunch of children on what is essentially a warship. Can you imagine what happens in the school when red alert is called and the ship starts shaking from enemy fire? Those kids must be losing their shit. There’s no way those kids grow into adulthood without serious problems and a decent amount of PTSD.
Worf is the sane one for sending this kid off to live in a safe home that doesn’t almost get blown up every other week.
It’s not a warship, it’s an exploration and science vessel. The fact that they were constantly fighting enemies on the frontlines is a different topic.

The single most important demographic factor that determines how likely someone is to join the military is the veteran status of their close family members. Starfleet encouraging officers to have kids is just good recruitment policy.
